We are pleased to announce that the Board of Directors of FKEE approved the Project for the application of emergency energy efficiency measures in the residential sector – individual residential houses. This project aims to support family consumers through increasing energy efficiency in individual homes, and is financed by the means of the European Union Emergency Package, provided through the Government of the Republic of Kosovo with the Financial Agreement IPA III.

As a new Program, in accordance with Article 35 (1) of Law No. 06/079 on Energy Efficiency, following the Approval by the Board, the necessary consents from the responsible ministries (Ministry of Economy, Ministry of Finance) have been secured , Work and Transfers).

The project includes subsidizing the cost of implementing selected energy efficiency measures in private (individual) residential houses, such as: external insulation of the house, replacement of windows, entrance door and drainage insulation, according to minimum standards and criteria of defined by FKEE.

The list of subsidized measures for each applicant will be subject to a confirmation by the relevant specialists (energy auditors). The subsidy or reimbursement of the cost of implementing the measures is limited to 45%, or the maximum amount up to 5,500 euros as the upper (maximum) possible limit for a house – individual beneficiary, intended only for private/family residence . However, each application individually, when the process is opened, will be handled by the relevant commission, determining and notifying the maximum subsidy amount for each case separately, through an official notice issued as pre-approval by FKEE. Therefore, these data are generalized to the project level. Other details will be determined and published in due course.

The budget for this measure will be 10 million euros and it is expected that more than 1,600 families will benefit in different stages within the project implementation period.

The purpose of this notice is to notify all citizens of this opportunity to take it into account in their plans. This will be the first time that an institution of the Republic of Kosovo implements such a measure in Kosovo, which simultaneously marks the beginning of the implementation of measures in the residential sector, after the start of the implementation of the project for multi-residential municipal social housing facilities.

You will be notified about the opening of calls for applications for benefits from all citizens of Kosovo through a special announcement soon, including all other relevant information for the application, as well as detailed instructions.

The Board of Directors of FKEE thanks the European Union for providing funds and support, as well as the Government of Kosovo for the trust and support for the implementation of these measures.

In the meeting held between the Minister of Economy Mrs. Artane Rizvanolli and the Chairman of the Board of the Kosovo Fund for Energy Efficiency (FKEE) Mr. Lum Mita,  the transfer of funds in the amount of 1 million euros to improve efficiency measures in primary and secondary schools, family medicine buildings and other municipal facilities has been authorized.

The project totals 18million euros in investment and is co-financed by the European Union and the World Bank. The Government of Kosovo has allocated and contributed 3 million euros for this project.

The meeting discussed further development on financing modalities in the energy efficiency sector covering the residential and private sectors. The parties agreed that energy efficiency should play an important role in Kosovo’s energy transformation to be envisaged in the Energy Strategy.

“Rexhep Elmazi” School in Gjilan is one of the facilities benefiting from the application of energy efficiency measures from the Kosovo Energy Efficiency Fund.

Together with the Deputy Minister of Economy Mr. Getoar Mjeku and the Mayor of the Municipality of Gjilan Mr. Alban Hyseni, inaugurated the completion of the works in this building, which include: the thermal insulation of the building envelope, the replacement of windows, the replacement of lights with efficient lighting – LED, as well as the installation of pellet boiler.

The investment amount is over 140 thousand euros, while the direct beneficiaries are expected to be over 700 students and staff of this school.

The Kosovo Energy Efficiency Fund is close to finalizing investments in a significant number of projects, within the framework of the implementation of energy efficiency measures in public municipal facilities. This project is financed by the European Union, the World Bank and the Government of the Republic of Kosovo and aims to achieve state objectives for saving energy and increasing efficiency by making life easier for citizens. Some of these projects will be inaugurated in the coming days.

Among the measures that have been applied to these objects are: deep renovation of public buildings such as schools, health centers, cultural objects, nurseries, etc. including the thermal envelopes of the object (change of windows, change of doors, isolation of the object and roof), heating system (installation of heat pumps and pellet boilers), installation of lighting, as well as other efficient measures.

Under the organization of the Association of Municipalities of Kosovo, a two-day training was held with the Municipal Energy Managers and Officials of the Municipalities of Kosovo.

Present at the opening of the workshop was the Managing Director of the Kosovo Energy Efficiency Fund Mr. Ahmet Ismaili, who spoke to the attendees together with the Executive Director of the Association of Kosovo Municipalities – Mr. Sazan Ibrahimi, in which case he agreed for deepening cooperation with municipalities.

In this workshop supported by GIZ, plans for the future in the energy efficiency sector were discussed, with a focus on the residential sector, and suggestions were given by the relevant collegium.

Municipalities are important partners of KEEF, where a series of projects of efficiency measures are being developed, the successful completion of a part of them will be done in the following months.

Kosovo Energy Efficiency Fund (KEEF) has signed a Memorandum of Cooperation with the Millennium Foundation of Kosovo (MFK). The purpose of this memorandum is to establish the principles of cooperation between MFK and KEEF, with the primary focus on the transfer of knowledge and tools related to the implementation of EE renovation in the residential sector in KEEF.

MFK and KEEF have expressed their willingness and mutual interest to cooperate in ensuring the sustainability of future energy efficiency operations (“EE”) in the residential sector through the inclusion of KEEF as the Implementing Entity (“IE”) when EE renovations are implemented on a large scale.

Work has begun on the first selected facilities of Municipal Project for Energy Efficiency for the implementation of energy efficiency measures. Beneficiaries of this project are the facilities owned by the municipalities which have applied in the public calls of FKEE for the improvement of energy efficiency in their public buildings and in the street lighting systems. The capital of 15 million euros will be used to finance these measures in the municipal public infrastructure, respectively in schools, health care centers and all buildings administered by the Municipalities of Kosovo. The project is supported by the World Bank, the European Union and the Government of the Republic of Kosovo. 

Kosovo Energy Efficiency Fund has signed a total of 73 Energy Service Agreements with 22 Municipalities of the Republic of Kosovo.

Through these agreements, in the application of efficiency measures will benefit: municipal facilities, primary and secondary schools, family medicine centers, firefighting facilities, cultural centers, preschool institutions, sports halls and public lighting.

The total amount of these investments is over 10mil euros, while the works in the beneficiary facilities of the project will start soon. 

The 5th meeting of the Commission for Strategic Planning was held under the chairmanship of the Prime Minister of the Republic of Kosovo, where among others the proposal of the Ministry of Economy for application within the 26th round of technical assistance of the Western Balkans Investment Framework (WBIF) ) for energy efficiency measures in the residential and private sector was approved.

This project proposal is expected to be coordinated by the Office of the Prime Minister until the submission of the application for technical assistance from WBIF investment grants, and will be further managed by the Kosovo Energy Efficiency Fund (KEEF).

The Managing Director of KEEF Mr. Admir Shala in the meeting held with the Speaker of the Parliament of the Republic of Kosovo Mrs. Vjosa Osmani and Vice President Mrs. Arbërie Nagavci informed about the work, projects and plans of KEEF.

Mrs. Osmani expressed readiness for cooperation and its support for the Kosovo Energy Efficiency Fund. After the municipalities, the highest institution in our country expressed interest in support, proving that Kosovo is committed to conserving energy and the environment.
